The Funding Opportunities Catalog is provided as a resource for CARPD Members to keep you all apprised of the most current and comprehensive information on competitive funding programs.

Highlights for this month include:


  • The U.S. Department of Transportation’s Rebuilding American Infrastructure with Sustainability and Equity Grants (RAISE) have been released with funding deadlines for the next three fiscal years: 2/28/2024, 1/13/2025, and 1/13/2026. The RAISE program provides funds for capital investments in surface transportation infrastructure and can support either Planning or Capital Projects.
  • California Transportation Commissions’ Active Transportation Program (ATP) Cycle 7 has opened up applications with a deadline of 6/17/2024.
  • The U.S. Department of Transportation’s Active Transportation Infrastructure Investment Program is also accepting applications with a deadline of 6/17/2024. Funding may be used for planning & design or construction of active transportation projects. This is the first time that this grant program has been made available.
  • The following are anticipated to be released in April 2024: U.S. DOT’s MEGA, INFRA, and Rural Surface Transportation Grants; and U.S DOT’s Transit-Oriented Development Pilot Program. Programs anticipated to be announced later in the year include the Trade Corridor Enhancement Program; Solutions for Congested Corridors Program; Railroad Crossing Elimination Program; and more. Water Quality and Conservation

  • The U.S. Bureau of Reclamation’s Water and Energy Efficiency Grants program will provide two rounds of funding in 2024, with applications for the first window due 2/22/2024 and applications for the second window due 7/30/2024. WEEG provides funding for projects that result in quantifiable water savings, implement renewable energy components, and support broader sustainability benefits.
  • The Small-Scale Water Efficiency Projects program through the U.S. Bureau of Reclamation is accepting applications with three remaining deadlines: 7/9/2024, 1/14/2025, and 7/8/2025. Projects eligible for funding include installation of flow measurement or automation in a specific part of a water delivery system, lining of a section of a canal to address seepage, or other similar projects that are limited in scope.

Public Safety and Criminal Justice

  • Applications for the U.S. Bureau of Justice Assistance’s Rural and Small Department Violent Crime Reduction Program are due 5/22/2024. Funding may be used to develop/implement a comprehensive violent crime reduction strategy.

Housing and Homelessness

  • The Encampment Resolution Funding – Round 3 program from the CA Interagency Council on Homelessness is now open. There are three application windows with the following deadlines: 4/30/2024, and 6/30/2024.
  • The Portfolio Reinvestment Program grants from the CA Department of Housing and Community Development are due 5/28/2024. The program provides loans to rehabilitate, capitalize operating subsidy reserves for, and extend the long-term affordability of department-funded housing projects.
  • The U.S. Department of Housing and Urban Development’s Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Competition is open with a deadline of 6/5/2024. Funding supports the preservation and revitalization of manufactured housing and eligible manufactured housing communities.
  • CalHCD will be opening up a solicitation for the Multifamily Housing "Super NOFA" in May 2024, with applications due in July 2024, which includes the Infill Infrastructure Grant, the Multifamily Housing Program, the Veterans Housing and Homelessness Prevention Program, and the Farmworker Housing Grant Program.

Emergency Response and Disaster Mitigation

  • FEMA’s Staffing for Adequate Fire and Emergency Response grants are due 4/12/2024. This program supports the hiring of new, additional firefighters or activities to retain current firefighter personnel.
  • The Fire Prevention & Safety Grants through FEMA are also due 4/12/2024. Organizations can apply under one of two categories: Fire Prevention and Safety or Research and Development.
  • CalOES is expected to release another call for projects for the Hazard Mitigation Grant Program (HMGP) within the next month. Deadlines for the full application are TBD. CalOES accepts Notices of Interest for this program on a rolling basis.

Sustainability and Climate Action

  • Applications for the Governor’s Office of Planning and Research’s Extreme Heat and Community Resilience Program are due 4/23/2024. Funding may be used for planning and implementation projects to reduce the impacts of extreme heat and build community resilience.
  • The Governor’s Office of Planning & Research Adaptation Planning Grants Round 2 preapplications are due 5/6/2024 with full applications due 5/20/2024. The program provides funding to help fill planning needs, provides communities with the resources to identify climate resilience priorities, and supports the development of climate-resilient projects across the state.
  • Applications for CAL FIRE's Urban and Community Forestry Program (IRA Funds) grants are due 5/30/2024. CAL FIRE is providing funding for projects that reduce greenhouse gas emissions and improve functionality of urban forests.
  •  Applications for the California Energy Commission’s Local Government Building Decarbonization Challenge are due 5/20/2024. Eligible projects include the planning of decarbonization of municipal buildings, development of local policies regarding decarbonization levels, and related workforce development activities.
  • The Clean Mobility Options Vouchers are anticipated to be available in Q1 2024 through the California Energy Commission. This program provides vouchers for funding community needs assessments and clean, shared, zero-emission transportation projects.

Arts, Libraries, and Museums

  • The National Endowment for the Humanities Cultural and Community Resilience grants are due 5/21/2024. Funding supports community-based efforts to mitigate climate change and COVID-19 pandemic impacts through identifying, documenting, and/or collecting cultural heritage and community experience.
