Congrats to CAPRI on 40 years of serving California's recreation and park districts!
As you may know, CARPD played a pivotal, founding role in establishing the California Association for Park and Recreation Indemnity ("CAPRI"), recognizing a fundamental need for specialized coverage that could only come from self-insurance. At the time, the traditional model left many districts vulnerable to fluctuating rates and limited coverage, hindering their ability to provide essential community services. The JPA model allowed recreation and park districts to pool their resources and collectively bear risk, creating economies of scale and gaining the operational base necessary for sound self-insurance. This approach ensured that premium contributions were reinvested in the pool for the direct benefit of the members, rather than enriching private carriers. CARPD's leadership was instrumental in mobilizing member agencies to pursue a collective solution.
Now forty years later, CAPRI's enduring success over the decades is a testament to CARPD's initial vision and the principles of cooperation and self-reliance it championed. The establishment of this self-insurance pool provides member districts with stable rates, customized coverage, and a voice in their insurance program, significantly insulating them from the cyclical nature of the commercial insurance market. Ultimately, this foundational effort by CARPD has allowed California's recreation and park districts to operate with greater financial stability and confidence, ensuring they can continue to deliver high-quality, life-enhancing recreational services to their communities, a mission central to both CARPD and CAPRI.
